An illegal immigrant who has already done time for larceny and indecent exposure was released back into the community by an immigration judge pending his deportation proceedings.

That’s when he was given the opportunity to allegedly sexually assault a 14-year-old girl.

Keane DeanPolice say Kaene Dean — a 26-year-old illegal immigrant from the Philippines – was placed in “immigration detention” in October. Immigration and Customs Enforcement officials “are seeking to have him deported for being in the country illegally,” ABC 7 reports.

But a judge released him in April after he posted $10,000 bond.

Now, Dean has been arrested again after a girl reported missing turned up in his garage. He is accused of sexually assaulting her.

The illegal is a registered sex offender and banned from the Glendale Galleria “for three years” after he exposed himself in a department store.

The LA Times reported in March 2014:

Keane Dean, 25, of Santa Clarita was banned from the mall after his Feb. 28 arrest at Macy’s for allegedly inappropriately touching himself, said Glendale police spokeswoman Tahnee Lightfoot.

Prosecutors this week charged Dean with indecent exposure, vandalism and burglary, according to Los Angeles County Superior Court records.

Macy’s employees reported Dean was masturbating in the men’s department, according to a Glendale News Press report.

“He grabbed a pair of socks, which he hid in the front of his pants, and then walked out of the store without paying,” the paper reported.

The Times noted Dean had been convicted in 2008 of “committing lewd acts in public.”

The latest victim tells investigators Dean “befriended” her at a grocery store last week and that “he had sexually assaulted her,” according to ABC 7.

Dean has pleaded not guilty to two felony sex charges. He’s jailed yet again in lieu of $110,000 bail.

The illegal – with multiple sex offenses – was released back into the community not by local police but the federal immigration authorities after being granted bond.

“He was placed on GPS monitoring and required to report monthly to immigration authorities and until his arrest had complied with the terms of his release,” according to ICE.
