An illegal alien who U.S. Border Patrol officials allegedly refused to detain was sentenced to life in prison without parole yesterday for killing a Lake County, Ohio woman this summer.

Lake County Judge John P. O’Donnell described Mexican national Juan Razo as “evil personified” when he sentenced the 36-year-old illegal immigrant to life in prison without the possibility of parole this week for killing Peggy Kostelnik, 60, during a crime spree in July, WKYC reports.

O’Donnell remarked that Razo has shown no remorse, or even looked the judge in the eye, since he was arrested July 27 in Painesville, a small community is Lake County.

Police were called to an attempted rape at Lake MetroParks that morning, where a 14-year-old girl told police Razo attempted to rape her. Police raided his home, but couldn’t find him until about 2:45 p.m., when authorities received a second call about gunfire along a bike path and responded to find a 40-year-old woman shot in the arm. She told police Razo shot at her and her two kids about five times.

“Shortly after 4 p.m., a deputy was approached by Kostelnik’s husband. He said he found his wife shot to death inside their home on the 6200 block of Ravenna Road. The house sits directly behind the area of Greenway Trail and the site of the earlier shooting,” Cleveland.com reports. “Minutes later, a Concord Township resident called the Lake County Sheriff’s Office to report that a man — later identified as Razo — was standing in his backyard with a rifle.”

After a brief shootout with police, Razo surrendered and was formally charged with numerous counts of aggravated murder, robbery, burglary, kidnapping and rape.

Razo pleaded guilty to several charges, including aggravated murder, in March, Fox 8 reports.

Local sheriff’s deputies testified that they had detained Razo during a traffic stop on July 7 after he admitted to being in the country illegally, and they attempted to turn him over to U.S. Border Patrol officials.

“(Razo) was secured while we spoke with … U.S. Border Patrol, who later decided not to respond to take (Razo) into custody,” according to a police report cited by WKYC.

The 40-year-old woman Razo shot in the arm during his crime spree spoke about how the experience devastated her family during the man’s sentencing Wednesday.

“I can never take away my kids seeing me covered in blood, and I can’t take away the terror they felt that day,” the woman said. “I can’t change how it will shape their life from now on. They don’t see life the same anymore. Their innocence has been taken from them. The world is now a scary place.”

The case seems to confirm the assertions of Republican presidential frontrunner Donald Trump that some Mexican immigrants in the U.S. illegally are rapists and criminals, though a local immigrant advocate contends Razo’s family are good people and blamed the shooting spree on a mental health issue.

“He’s been here since probably about the age of 14 at least, the family’s been here a very long time … they’ve worked in the nurseries and landscaping industry here, so it’s an established family,” HOLA Ohio executive director Veronica Dahlberg told ABC 5 shortly after Razo’s arrest. “It wasn’t just somebody who came over and wanted to do harm.”
