An illegal immigrant who worked as a public canvasser was still on bond for a shooting incident at a Maryland mall in January when police contend he gunned down a man in Olney on Monday.

The victim told police he was returning to a townhouse along Bantry Way after visiting Five Guys and cut through a parking lot, where he was confronted by a Hispanic male who exited a white, four-door Acura wearing all black, including a ski mask, WJLA reports.

The man shouted “hey,” and when the victim turned around, he found himself staring down two men and a black Glock-style handgun. One of the suspects fired several rounds and hit the victim once in the neck as he scampered down a sidewalk to the townhouse and locked the door. The victim, who was later transported to Suburban Hospital with a “through and through” gunshot wound, told police the men fired several more bullets through the door and kitchen window and attempted to get inside before fleeing, according to the news site.

A witness also described the white Acura and the county central dispatch broadcast a “lookout” for the vehicle, which was located on Georgia Avenue with 20-year-old Darwin Reinaldy Cruz-Rosa behind the wheel. In his coat pocket, police found a black ski mask. They found a second mask somewhere in the vehicle.

A short time later, a witness identified Cruz-Rosa as the shooter and he was arrested for attempted second-degree murder, first-degree assault and reckless endangerment, among other crimes.

WJLA’s Kevin Lewis is seemingly the only reporter covering the story.

“ICYMI: A former CASA in Action ‘election canvasser’ is accused of attempted murder. Darwin Cruz-Rosa allegedly shot a man in the neck in Olney, Md. Just last week,” Lewis posted to Twitter on Monday.

“MORE: According to @ICEgov, Cruz-Rosa is ‘unlawfully present’ in the U.S. In Aug. 2008, a judge issued Cruz-Rosa a departure order, but ICE says the El Salvadoran native ‘failed to comply,’” he wrote. “CASA tells me Cruz-Rosa worked as an election canvasser in 2018, but was terminated for ‘poor performance.’”

The shooting also is not the first time police have come across Cruz-Rosa, who was out on bond for a second-degree assault charge stemming from a shooting outside of Dick’s Sporting Goods at the Westfield Wheaton Mall in January. The incident involved a fight at the mall the day before Thanksgiving that ended when a man and two women in a car crashed into a pillar at the Dick’s entrance as they attempted to escape gunfire. The driver was shot, lost control and crashed, WJLA reports.

A Montgomery County District Court judge released Cruz-Rosa on a personal recognizance bond in that case, which is still pending. Less than two months later, Cruz-Rosa was arrested again in Howard County for allegedly selling marijuana, but was released on a personal recognizance in that still-pending case, as well.

Cruz-Rosa now faces up to 120 years in prison for the most recent shooting, up to 10 years for the mall assault, and much less consequences for the marijuana case. He’s now held without bond in Montgomery County, where ICE has lodged an immigration detainer to initiate deportation.

CASA and its sister organization CASA in Action are taxpayer funded advocacy and social service agency for illegal immigrants. Montgomery County taxpayers gave CASA $608,830 in grants for fiscal year 2019, with potentially more from individual county agencies, WJLA reports.

CASA issued a statement to WJLA admitting the organization “very briefly” employed Cruz-Rosa as recently as last year.

“CASA offers its sincerest condolences to the family of the victim,” spokeswoman Lizette Olmos wrote in an email. “Mr. Cruz-Rosa worked very briefly last September for CASA’s sister organization CASA in Action. He was terminated for poor performance after less than 31 days of canvassing work.”

The group also attempted to persuade Lewis to remove the organizations logo from his Twitter post featuring Cruz-Rosa’s mugshot.

“Kevin you have our sister organization CASA in Action’s logo posted right next to an image of a man charged with attempted murder. That is not right,” CASA replied to the post. “I am asking you take CASA in Action’s logo off the webpage.”

Locals who weighed in seemed to think it’s relevant.

“Why would he remove it? The criminal illegal alien who shot people was employed by your sister agency. It’s a fact. Sorry Casa, you can’t hide the truth about what damage you are doing to Montgomery County,” Monica Gorka wrote.

Others accused Lewis of racism.

“Only a white supremacist reporter thinks a 31 hour temp job at a latino org more than 6 months ago is relevant,” Kim Propeack posted. “Would you highlight if dude worked at McDonalds? Hope you are getting nice tips from inside sources in exchange for the trolling disguised as reporting.”

“A white supremacist reporter?” Gorka, who is black, shot back. “That’s absolutely ridiculous! What a silly and slanderous comment Kim. Kevin is reporting important information about a criminal illegal alien who shot people, had a removal detainer yet worked as an election canvasser?!!! MoCo has gone crazy.”
