Chicago Mayor Rahm Emanuel is scrambling to hold the Windy City together after dashcam video was released today showing officers shooting Laquan McDonald 16 times last year.

One of the black activists Emanuel reportedly sought to meet says they turned down a meeting with the mayor.

“So often, more people are paying attention to the property in this city,” one of the activists said earlier tonight on Fox 32. “The mayor’s calling for calm. This isn’t about a political opportunity. This is about people’s lives.

“I’d rather have a mayor outright speak about this than use this as a political opportunity.”

Meanwhile, tensions are already rising downtown, where protesters have blocked intersections and are confronting police.

Justin Allen, VP, Content & Ops for Touch Television TV, posted several videos on Twitter, including one of protesters shouting in the faces of officers.

New video shows clashes with police as protesters try to cross a bridge in the middle of town.
