Former federal prosecutor and New York City mayor Rudy Giuliani believes Democratic front runner Hillary Clinton was an integral part of creating the environment for what is now one of the most feared terror networks in the world: ISIS.

Giuliani appeared on “The O’Reilly Factor” Wednesday and claimed Clinton could be considered “a founding member of ISIS.”

“If you’re talking about what she wants to do, which is to rally our forces against ISIS, you’ve gotta come back to the White House, you’ve gotta sit in the Situation Room and you can leave until you come out with a plan,” Giuliani said.

“Well, he doesn’t want to do that,” O’Reilly interjected. “Barack Obama doesn’t want to rally anybody.”

“She had her chance to do it and she helped create ISIS,” Giuliani said. “Hillary Clinton could be considered a founding member of ISIS.”

“How did she help ISIS,” O’Reilly replied.

“By being a part of an administration that withdrew from Iraq. … By being part of an administration that drew 12 lines in the sand and made a joke out of it.”

“But I want to be fair to Hillary Clinton,” O’Reilly said. “As secretary of state, she could not force President Obama to do anything. The only thing she could have done it resign.”

“Yeah,” Giuliani replied, “which is what a patriot does.”
