The FBI is investigating Omar Navarro, Congresswoman Maxine Waters’ Republican challenger, over a fake letter he posted on Twitter in December outlining her alleged plan to settle 41,000 refugees in Los Angeles.

The letter, which included official letterhead and Waters’ signature, was addressed on June 22, 2017 to Terri Williams, chief operations officer for OneUnited Bank, which was at the center of congresswoman’s years-long House ethics investigation that ended in 2012.

“Regarding the 2020 LAUD, California’s 43rd district should have no problem accommodating up to 41k refuges in agreeance with CAIR’s relocation project with the condition that the majority of Somali refugees are housed in the district’s new condominium and apartment units funded and underwritten by OneUnited,” the letter read.

“The election cycle has begun and I do need your support, therefore I feel it would be best to announce plans for LAUD after the November elections, and perhaps even once I have secured the Speaker of the House position.”

The letterhead included committees Waters hasn’t served on since Democrats controlled Congress, an address for a closed former district office, and clearly appeared as if the whole thing was cut and pasted together – the background behind the text a different shade of white than the rest of the document.

“According to this document, Maxine Waters wants more terrorists, like the one who bombed NYC, in California’s 43rd District,” Navarro wrote in his Twitter post. “As Congressman of CA’s 43rd District, I will oppose such policies.”

According to the Los Angeles Times:

Waters filed a complaint about the tweeted letter with the House general counsel, who forwarded the complaint to the U.S. Attorney for the Central District of California and fraud section of the Criminal Division for the United States Department of Justice.

The complaint states that Waters has not communicated with the letter’s purported addressee – Teri Williams, who is president and chief operating officer of the Los Angeles-based OneUnited Bank, about any refugee resettlement program.

Waters’ chief of staff, Twaun Samuel, described the document as “a forgery and a fake,” and her campaign used the incident as a fundraiser.

Now Navarro has a date with the FBI, though he claims no part in forging the letter and said it was sent to his campaign via Facebook. He’s set to meet with FBI agents at his campaign headquarters on Wednesday, though it could be postponed to bring in his attorney, Navarro said.

“I don’t know why they are looking into me since I’m not the one who fabricated the letter,” he told the Times.

Meanwhile, the document and Navarro’s tweet remain online.

“Let’s get this straight I tweet a letter which says Maxine Waters wants to bring in 41,000 Somali refugees. I only tweet according to this document asking a question. Now the FBI is on me for her complaint,” he posted to Twitter Monday. “She threatens the president and his supporters and no investigation on her.”

Navarro previously told the Times he didn’t thoroughly vet the letter before it went up.

“I don’t know if it’s real or not, so I put it out there,” he said. “It doesn’t say that I know. It’s according to this document … what, am I supposed to send it to her and get an email back from Maxine?”

He issued this statement to The American Mirror on Tuesday:

The leftist media is fabricating and insinuating that I broke the law. What about the other hundred thousand people who have shared this letter without knowing. Are they guilty? I don’t think they are. Posting something without an answer from the main person is true until proven to false.

Many people wanted to know and Maxine Waters didn’t give an answer until I shared it via twitter asking the question. Her campaign said it’s a fake. Okay great it’s a fake. I got what I wanted a response from her. Maxine Waters campaign finally answered what many had been asking when this letter came out. They wanted to truth. I wanted the truth and asked for it.

I didn’t do anything wrong. I expressed my concern as a constituent who actually lives in the district unlike my opponent living outside the district in a 4.3 million mansion.
