An illegal immigrant from Mexico with three prior deportations was arrested in Georgetown, Texas after a three-day crime spree during which police contend he committed two murders, two aggravated robberies, a kidnapping and an arson.

rios“This is an example of the worst of the worst that we go after on a daily basis,” Hector Gomez, supervisory deputy marshal of the Lone Star Fugitive Task Force told the Dallas Morning News.

“We have a very porous border,” he said. “Coming in and out of the country is very easy. Anyone, regardless of parentage, is capable of committing these kinds of egregious acts. It’s not surprising to me. It’s just a fact of the work we do.”

Police arrested Silvestre Franco-Luviano, 40, at Parkview Apartments in Georgetown around 7:30 p.m. after receiving a tip that he was hiding out at his sister’s apartment, which is across the street from Georgetown High School.

Authorities put the school on lockdown and surrounded the apartment, which Franco-Luviano set fire to before busting out the wall to an adjacent apartment and attempting to flee, police told the news site.

“They surrounded the whole apartment complex, called his name to come out I think for about a good 45 minutes until they decided to go in and try to get him out. And he actually tried to jump out the window, apparently, before they actually went inside of the apartment complex,” apartment complex resident Kenra Bennett told Fox 7.

“Two flash bangs went off and he actually caught the apartment on fire and barricaded himself going through the walls,” said Bennett, who live-streamed the arrest on Facebook.

Police contend Franco-Luviano, who goes by at least eight other aliases, started his crime spree on Sunday night, when officials believe he murdered Ruben Junior Moreno, who was found dead in his Hummer around 11 p.m.

Cedar Hill residents reported a drive-by shooting a short time later, then another victim was found at a Texaco Station off Highway 67.

Security camera footage shows a man, believed to be Franco-Luviano, drive up next to Welton Betts, 44, fatally shoot him and then steal the victim’s vehicle, forcing Betts’ wife out at gunpoint, according to Lt. Colin Chenault, a Cedar Hill police spokesman.

After that, another victim called police to report a man had broken into a nearby home and stolen keys to a silver Lexus, which was later found abandoned in Georgetown Monday afternoon. Another victim in Georgetown told police Franco-Luviano kidnapped him at gunpoint Monday morning and attempted to force him to remove money from an ATM before fleeing with the man’s phone and wallet.

Another tip led police to the Georgetown apartment.

“It has been a very stressful two days for our public,” Georgetown assistant police chief Cory Tchida told the News.

The Spec reports that Franco-Luviano initially detained in Georgetown before he was hauled back to Dallas County, where a sheriff’s spokesman said his real name is Juan Navarro Rios.

The Spec reports Navarro Rios was deported to Mexico in 1996 after a conviction of for assault and hindering prosecution, and was rearrested in 2009 when he was busted trying to re-enter the country in southeast Texas. He was convicted of vehicular burglary in the U.S. twice after that, in 2010 and 2011. He was charged with re-entry after deportation and sent back to Mexico in March 2014 after serving an eight-month jail sentence, according to the news site.

“This is an indictment against the federal government’s failure to police the border and another reason that Texas must continue to focus on border security,” Texas Lt. Gov. Dan Patrick told the Austin American-Statesman.
