San Francisco’s streets are littered with drug needles, human feces, and thousands of homeless vagrants with little respect for the taxpayers who support the city’s generous social programs.

At least one person is apparently so frustrated with the seeming inability of city officials to fix the problem they’ve taken it upon themselves to clean up the streets, one bucket at a time.

“Someone is soaking homeless people in San Francisco with buckets of water dumped from rooftops,” NBC Bay Area posted to Twitter, along with a video clip of the unidentified culprit. “It’s a move many are calling cruel.”

The video shows a person who appears to be a man dumping several large buckets of water on a homeless camp on the sidewalk below. The incident, which appears to have been recorded from an adjacent building, occurred Saturday at the corner of 20th and Bryant streets, in the city’s Mission District.

Rich Caraballo described the stunt as “horrible.”

“It’s just passive-aggressive and heartless,” he told NBC Bay Area.

“She was sopping wet,” Caraballo said. “At first, I thought, all right just a weird coincidence. Then it happened a second time.”

Brett Leader told the news site he works in the building and witnessed the waterworks first hand.

“I was outside with my colleague, then witnessed a ton of water come down and land on this person,” he said.

People in the area said they believe the incidents are intended to discourage homeless folks from camping out on the sidewalk, a problem that’s plagued San Francisco streets for decades and has only gotten worse in recent years. Public outcry about an epidemic of human feces and drug needles on the streets have spawned several smartphone apps to help people identify areas to avoid, while city officials have dedicated hundreds of millions to the problem with little to show for it.

Twitter user and Trump supporter “Andrew” posted a recent tour he took in House Speaker Nancy Pelosi’s district, and the footage was nauseating.

“The garbage on the streets, the smell and the horrible infrastructure of the roads makes this place look like a 3rd world country,” he posted.

Other locals relayed horror stories in response to the water video, with many sympathetic to owners struggling with crime, drug use, human feces and other bad behavior on a daily basis.

“Nah, cruel is paying $3,400 in rent whilst having to step over human feces and having hard, stale bread thrown at your face by crazy people that are allowed to run amok in SF,” Bryan Y wrote.

“And here I thought facilitating heroin addiction and rampant public defecation was cruel,” John Norcali posted.

“People in San Francisco are fed up. The police don’t enforce anything, dirty needles, and human waste are everywhere. These encampments are disease ridden, and turn into drug infested bike chop shops at night,” Tyler added.

“If you had to deal with this day in & day out – you’d be fed up too.”

Others, meanwhile, are working to track down the person responsible for the “cruel” water stunt, and at least one is offering a $1,000 reward.

“PSA: there is a $1000 reward for the identification of the person throwing water on homeless people in San Francisco, please boost,” Keanu thieves tweeted.

“Why?! What are the cops going to do about it if they don’t do anything about the homeless (poop emoji) the streets and shooting up – a felony, BTW,” Shannon shot back. “I can just imagine … taxpayer pays taxes, high rents and cops say, ‘You are under arrest for battery – misdemeanor.’ The logic?”
