In the latest document drop by “Guccifer 2.0,” a lengthy backgrounder written by a Democratic National Committee staffer acknowledges “vulnerabilities” with the Bill, Hillary and Chelsea Clinton Foundation.

Clinton Foundation foreign donorsThe 42-page document, authored by Jeremy Brinster and found on the Guccifer 2.0 website, focuses heavily on the involvement of foreign donors while Clinton was Secretary of State.

While it has the feel of a spin-free briefing document, it also seems to acknowledge — and verify — many of the criticisms lodged against the foundation.

“Reports that State Department lawyers did not exhaustively vet Bill Clinton’s paid speeches during Secretary Clinton’s tenure raised questions about the role the Clinton Foundation donations may have played in organizing those speeches,” one statement on page 4 reads, before providing links to a series of news stories from the Wall Street Journal.

The document also lists foreign donations the foundation accepted while Clinton was Secretary of State.

It includes links to several more stories from the Journal detailing donations from a Ukrainian politican, Saudi Arabia and a Venezuelan “media mogul.”

“Soon after Secretary Clinton left the State Department, the Clinton Foundation ‘received a large donation from a conglomerate run by a member of China’s National People’s Congress,” the DNC research acknowledges.

The hacked doc implies Clinton violated a disclosure agreement.

“The Clinton Health Access Initiative did not disclose donors or submit foreign donations for State Department review while Hillary Clinton was Secretary of State despite being bound by a disclosure agreement with the Obama administration,” a statement reads on page 12.

The DNC research also dives into the relationship between the State Department and corporate consulting firm Teneo.

“Close Clinton aide Doug Band founded corporate consulting firm Teneo in 2011,” according to page 29 of the DNC research document.

It spells out the series of events which led to questions about Hillary aide Huma Abedin:

  • DOUG BAND WAS A PAID EMPLOYEE OF THE CLINTON FOUNDATION THROUGH 2010, A CLINTON GLOBAL INITIATIVE BOARD MEMBER UNTIL 2011, AND REMAINED AT CGI AS AN ADVISOR AFTER LEAVING THE BOARD
  • BILL CLINTON WAS A PAID ADVISOR TO TENEO UNTIL 2012
  • BAND ENCOURAGED CLINTON FOUNDATION DONORS TO BECOME TENEO CLIENTS AND TENEO CLIENTS TO BECOME CLINTON FOUNDATION DONORS
  • CLOSE AIDE TO SECRETARY CLINTON HUMA ABEDIN WORKED FOR TENEO WHILE WORKING AT THE STATE DEPARTMENT

The 42-page DNC document ends with less than three pages of “positive outcomes” of the foundation.
