As Hillary Clinton seeks to minimize ongoing questions about her health and cast them as “conspiracy theories,” she had no problem scrutinizing the mental health of the Argentina president in 2009.

A diplomatic cable from then-Secretary of State Hillary Clinton in December 2009 released by Wikileaks showed she wanted to ascertain the “mental state and health” of President Cristina Kirchner.

The “secret” memo, sent December 31, 2009, asked for information about Kirchner and her husband, Nestor Kirchner.

“How is Cristina Fernandez de Kirchner managing her nerves and anxiety?” Clinton wrote.

“How does stress affect her behavior toward advisors and/or her decisionmaking? What steps does Cristina Fernandez de Kirchner or her advisers/handlers, take in helping her deal with stress?

“Is she taking any medications?” Clinton wondered. “Under what circumstances is she best able to handle stressed?

“How do Cristina Fernandez de Kirchner’s emotions affect her decisionmaking and how does she calm down when distressed?” the Secretary of State asked.

The Telegraph reported in November 2010:

The US secretary of state painted Kirchner as a volatile and emotional leader who suffered from “nerves and anxiety”, according to a secret cable sent to the US embassy in Buenos Aires.

Clinton asked diplomats a series of questions in December last year which could infuriate Kirchner and sabotage a recent rapprochement between Argentina and America.

“Clinton’s queries are likely to upset the president and prompt jokes about tranquilisers in the Casa Rosada,” the paper reported. “The leaked memo comes at a sensitive time, after a thaw in relations between the two countries and the death of Kirchner’s husband, Néstor.”
